Here's a close-up of where the propeller joins with the hub. That steel piece bolted on is a counter-weight that rotates the blade to take a bigger bite of air (coarse pitch) when it spins. Oil pressure from the propellor governer works to keep the propeller in fine pitch, biting less air. This lets the pilot change the pitch of the propeller by adjusting the oil pressure.
